What stays the same across the metro?
Three things. Every city shares Tulsa's climate: 74 days at 90°F or hotter, 71.9 days at or below 32°F and 40.96 in. of precipitation a year, with March and April the windiest months. Upland soils are often shale-derived clays such as the Dennis and Okemah series, which hold water and move with it. And acrylic coatings need 50°F and rising wherever the court is. Our build sequence doesn't change from town to town. Confirm your parcel's soil in NRCS Web Soil Survey.
What changes is where a court may sit, how tall the fence can be, and which office signs off. Our permit guide goes deeper on each.
City of Tulsa
Tulsa's rules are the clearest because the zoning code spells them out. Table 90-1 allows tennis courts in the rear setback, not side or street setbacks. §45.070-A caps fences at 8 ft inside required setbacks. Chapter 67's lighting rules exempt lots with fewer than 4 dwelling units but bind HOA, church and club courts. The site plan guidebook requires drainage arrows and any floodplain labeled. The City issues floodplain letters free through Customer Care. Demand is real: Tulsa ranks 10th among the 100 largest cities in courts per capita, and the $4.8M Improve Our Tulsa II program had added 32 new courts by August 2024. Nearest public courts: Tulsa Parks sports courts.
Broken Arrow
Broken Arrow gets its own page: court builder in Broken Arrow. It covers the city's permitting division, a third-party fence summary to check with the City, the free floodplain determination from Broken Arrow Stormwater Management, and what an 18-court indoor club says about local demand.
Owasso
Owasso also has its own page: court builder in Owasso. Owasso's zoning code names tennis courts directly, keeps them in the rear setback 5 ft off the side and rear lines, and limits fences in floodplains to open styles such as chain-link.
Jenks
Jenks sets its own permit, setback and fence rules. Ask City Hall for the permitting office and the rules for your lot; its main line is in the table below. We treat every Jenks lot as a call-first job: we confirm with the city before the site plan is drawn, not after. Lots near the Arkansas River get a floodplain check up front. Pickleheads, a user-built directory, lists three courts in Jenks, so public options there are thin. That's the case for a backyard or HOA court of your own.
Bixby
Ask Bixby City Hall about court, fence and lighting rules before design; its number is in the table below. The local cost comparison is useful. Courts & Commons, an indoor facility in Bixby with 8 courts, charges $45 an hour for court rental. A family renting twice a week spends real money over a few seasons. Our construction cost guide shows what a private pad costs instead.
Sand Springs
Sand Springs permits go through City Hall (see the table). West-side lots need a floodplain conversation before anything is poured. Built in the 1940s, the West Tulsa levee system stretches about 20 miles from Sand Springs to Tulsa and reaches full load near 150,000 cfs. Keystone Dam let out roughly 275,000 cfs in May 2019, its highest release since 1986, per the U.S. Army Corps of Engineers. A flat slab isn't a building, but fill, fences that catch debris and light wiring all raise questions.
Sapulpa
Sapulpa issues its own permits (see the table). The planning issue we watch most here is slope. On a sloped lot, a level 34×64 pad often needs a cut-and-fill retaining wall. Tulsa itself requires a building permit and a sealed engineering design once a wall tops 4 ft. Ask Sapulpa about its retaining-wall threshold before design. Grading is scoped at the site visit and confirmed, line by line, on your written quote.
Claremore
Claremore sits on the textbook version of metro clay. The NRCS type location for the Dennis series is about half a mile north of Claremore: 28–50% clay subsoil, somewhat poorly drained, with a perched water table 12–30 in. down from December to April. That's why Claremore slabs start with a soil conversation. Our slab guide covers reinforced versus post-tension options.
Bartlesville
Bartlesville permits go through the city's Building and Construction Services division of Community Development. City Hall's main line is in the table below. Bartlesville is the farthest city we serve, so our Tulsa weather figures are a regional guide here, not a local record. Nearest public courts: the City lists a six-court outdoor complex at Sooner Park.

What we build in every city
- Backyard court construction: 30×60 and 34×64 pads, site visit to final coat.
- Tennis-to-pickleball conversion: four courts on an existing tennis slab.
- Court resurfacing: crack repair, acrylic recoat and new lines.
Site layout basics for any city are in our orientation and site planning guide.
Frequently asked questions
Do you build courts outside the City of Tulsa?
Yes. We work in Broken Arrow, Owasso, Jenks, Bixby, Sand Springs, Sapulpa, Claremore and Bartlesville. Each city's rules get checked before the site plan.
Are the zoning rules the same in every suburb?
No. Tulsa's code is documented above. Owasso's code also keeps tennis courts in the rear setback. We check each suburb’s rules before design.
Does soil change from city to city?
Less than the rules do. Shale-derived clays are common across the area. Claremore sits next to the Dennis series type location. Confirm each parcel in Web Soil Survey.
Who handles the permit?
Permit and zoning steps are scoped at the site visit and confirmed on your written quote, including who submits what.
How far out do you travel?
Bartlesville is our farthest regular stop. If your lot is between these cities, ask; rural lots may fall under county rules.
